Tóm tắt:
Mục tiêu của nghiên cứu nhằm xác định và phân tích những yếu tố thách thức với các cấp độ khác nhau đến hoạt động quản trị tài năng (QTTN) trong các ngân hàng thương mại cổ phần (NHTMCP) Nhà nước tại Việt Nam cũng như đề xuất các giải pháp phù hợp. Nghiên cứu sử dụng phương pháp định tính, trong đó phỏng vấn bán cấu trúc được triển khai với các đối tượng là những nhà quản trị cấp trung trong các NHTMCP Nhà nước. Dựa trên kết quả nghiên cứu, những thách thức được phân loại thành bốn cấp độ, bao gồm cấp độ vĩ mô, ngành, tổ chức và cá nhân. Thách thức ở cấp độ vĩ mô bao gồm tác động của nền kinh tế suy thoái trên toàn cầu và sự luân chuyển lao động giữa các lĩnh vực. Thách thức tại cấp độ ngành bao gồm sự chuyển đổi công nghệ trong lĩnh vực ngân hàng và cuộc cạnh tranh tài năng giữa các ngân hàng. Thách thức ở cấp độ tổ chức liên quan đến quy mô hoạt động lớn của các NHTMCP Nhà nước và quy trình đề bạt, thăng cấp, phát triển nhân sự còn phức tạp, tốn thời gian. Ngoài ra, thách thức ở cấp độ cá nhân là sự khác biệt trong nguyện vọng, nhu cầu và động lực cá nhân của nhân viên tài năng.

Abstract:
This study aims to identify and analyze the challenging factors at different levels for talent management practices in state-owned commercial banks in Vietnam and propose suitable managerial implications. The study was carried out with the employment of qualitative method, in which semi-structured interviews were conducted with middle-level managers in state-owned commercial banks. Based on the research results, the challenges are classified into four levels, including macro, industrial, organizational and individual levels. Challenges at the macro level include the impact of the global recession and labour mobility across sectors. Challenges at the industrial level include technological transformation in the banking sector and the competition for talent among banks. Challenges at the organizational level are related to the large scale of operation of State-owned commercial banks and the complicated and time-consuming promotion and personnel development process. Besides, the challenges on the individual level are the differences in individual aspirations, needs, and motivations of talented employees.
